Large-scale development & supporting infrastructure

Integrating planning, viability and infrastructure funding

  • Planning strategy on multi-phase strategic sites: outline applications, hybrid applications, phasing, design-code work, Reserved Matters submissions.

  • Local plan promotion: site allocation through Reg 18 / 19 representations, evidence-base scrutiny, Examination Hearings.

  • Section 106 and section 278 negotiations; option, promotion and development agreements; Heads of Terms with landowners and JV partners.

  • Infrastructure funding: CIL, s.106 pooling, transport interchange schemes, town-centre regeneration packages.

  • Viability oversight, IRR / profit metrics, Impact Framework reporting on profit-with-purpose schemes.

Recent examples

  • Hartree, NE Cambridge — directed a multi-disciplinary team for six years on the outline application: 5,600 homes, 1 million sq ft of employment and mixed use, 20 ha of open space across a 50 ha site. (TOWN, 2019–2026)

  • U+I plc strategic land — led two strategic land schemes totalling more than 3,800 units. (Mike Bodkin Planning & Regeneration, 2017–2019)

  • Northstowe (north of Cambridge) — Reserved Matters for 145 homes including two cohousing groups plus open-market and affordable rent; first project under the Hill Residential / TOWN JV. (TOWN)

  • Tilehurst, West Berkshire — secured a 138+ home allocation through the WB Local Plan Review for Land Securities, against a complex history of refused applications and a lost appeal. (TOWN)

How I work

I am happy to work on schemes of any scale, but the comparative advantage is on jobs where planning sits inside a wider commercial and infrastructure puzzle. Expect detailed insight, frank advice on viability, and someone who has been on both sides of the table.
